HMDA reporting is required if the purpose of the loan is for home improvements.
The loan must be disbursed in the form of a check made payable to the specific utility or merchant. Documentation is required. Reimbursement to the borrower of purchases already made are permissible as long as the purchase is documented and made within 3 months of loan disbursement.
The maximum term for home heating expenses is 12 months, unless an All-Purpose Club account has been established to pay for the following year's heating expenses.
